At the time Ukraine were still part of the USSR? This was made in 1986 and they didn't leave until 1991? The Ukrainian SSR was a member of the UN. The Soviets got a bunch of the parts of the Union into the UN
Seems highly unfair to the US. Texas, New York and California should be granted UN seats as well. I guess Bavaria would also fancy an own UN seat.
