Is she? She’s been depicted as DC’s answer to Deadpool at least since the New 52 began, and prior to that, her defining trait was being the Joker’s bubbly sidekick/trophy wife. I don’t think she ever had anything going for her as a character. She comes across more as fetish fuel than an actual character.
