Yes, but it was the Vatican policy to cover up for the minority that do harm children that signaled the Catholic Church couldn't be "the right religion". It wasn't Vatican policy, it was the various Bishops around the world. As moviemouth noted, they put too much stock in forgiveness, & failed to realize how deeply-seated those that are sexually attracted to children, have something seriously wrong with them, & should not be placed anywhere near where they could gain access to vulnerable children.
