I mean they are violations of the laws if they break the rules a government established.

But not every violation of law is supposed to be reported to 911. That's for emergencies. I mean I wouldn't even call 911 if my car was stolen (unless I saw it happening that second). I'd call a non emergency number.

That’s why we have 101 over here but people still call 999 for non-emergencies. When I slashed through my finger back in the 1980s my housemates wanted to call an ambulance but I said I’d rather walk to the hospital than waste their time.
