All 32 teams get a chance top pick #1 in the draft but you can't pick #1 again until all other teams have done so. So if you picked #1 next year you can get the chance to pick #1 in 31 years. They said teams would bid on the pick and highest bid would get the pick and do so for all 32 picks. If there were a guy like Lawrence perhaps a team like maybe the Bears who have a decent roster but desperately need a QB maybe that #1 pick is worth more.
The whole thing would be a cluster fuck but the idea was interesting to say the least.
