As stated, he's either incompetent or dishonest. Exponent's report is demonstrably flawed and he approved it.
Goodell hired Wells, Wells hired Marlow. Goodell paid Wells and Wells' expenses, which includes Exponent and Marlow. Ergo, Marlow was paid by Goodell.
