Meh, there's nothing in the movies that indicates she's 16 yrs old. Stop grasping at straws. We can assume she's at least 16 during AOU, but can also just as easily be 25. The only thing that says something about their age is Cap saying "Ah, come on, Tony. She's a kid." But then Cap is almost 100 years old. If we go by the actors' age, Tony Stark would have been in his 50's in Civil War and Cap would have been mid to late 30's. If Wanda was in her mid to late 20's I could see Cap still referring to her as a kid.
