The streets were probably dirtier. You're only looking at the skyline. I think you're also underestimating how clean and nice the past looked. Here's a pic of the Crystal Palace in England in the 1850s. And the White House in the 1860s.
Well, pics of palaces are not comparable to the docks. I live near the Port of LA. It's gritty.
True, but they don't really look pristine either. You can't really see what the ground looks like too well close up. It was also the Depression, trade was probably at a low.
