The District Attorney is a department that represents the State in court. Here, it is paid for by the County.
City Attorneys represent their City in court cases & are paid by the City
Judges, on the other hand, are paid by the state to decide cases.
Public Defenders are a county department (here) designed to fulfill the right to an attorney issue. They are paid by the County.
Conflict Public Defenders represent cases where there is a conflict of interest in the case for the regular Public Defenders. I believe many of these are not county employees, but are paid a fee by the county.
And the Alternate Public Defenders Office is another County office, thus paid by the County.
If it has been deemed the defendant might be eligible for probation, the Probation Department interviews the defendant, submitting a report to the Judge. They are paid by the County.
The point is they're all paid by the people, whether it's the people of the city the county, or the state. And criminal cases are always "The People vs ...".
Actually, that's dumb-ass zoilus's logic. Dumb-ass zoilus' logic is that since the state pays the judge, the judge is obligated do rule the way the state wants. My position is that's false. My position is that the state pays the judge only because the judge doesn't work for free so somebody has to foot the bill so the state accepts the responsibility to pay for the judge's salary in order to ensure that the defendant gets a fair and impartial trial. But even though the state pays the judge, my position is that the judge is independent to rule the way the law is and not necessarily the way the state wants.
And that was the same with Ted Wels investigation into Brady's cheating in DeflateGate. Nobody is going to spend hundreds of hours conducting an independent investigation for free. Somebody has to foot the bill for the independent investigation so the NFL accepted the responsibility for paying for the independent investigation to ensure that Brady and Belichick got a fair and impartial opportunity to clear themselves of wrongdoing.
And Belichick was able to clear himself of wrongdoing because the independent and unbiased investigation team cleared Belichick of any wrongdoing, which conclusively proves that the independent and unbiased investigation team wasn't just giving back a verdict that the NFL wanted but was giving back a verdict that was correct and just, thereby proving that zoilus is wrong about the independent and unbiased investigation team just giving back the verdict that the NFL paid for.
