In the shooting script of Superman II, it's explained like this: It reads better than it was seen in the film, but I assume the cellophane "S" symbol was just a made-up power that the screenwriters of the final shooting script (my guess, David and Leslie Newman) came up with to show off more of Superman's abilities.
