Yes, and that works with the rest of his movies except for Inland Empire. That movie is extremely tedious imo.

The Turn Horse I believe is just a metaphor for eternal recurrence, but I am sure there is more to it.

Inland had some composite concepts. That's why the rabbit family was in it. Lynch just stuffed it in from an idea for a short or a short he had filmed. If you try to make greater meaning of it, you'll just fry your brain.
