I couldn't say in terms of how they play as I won't watch any games featuring Man City (or Chelsea), unless they are playing Liverpool, however historically there probably hasn't been a better squad.

However just last season Liverpool finished 18 points clear of City, so in terms of best teams, I'm not sure. Having resources not in line with your fan base is one thing but it's a bit harder to build a great team.

In terms of recent history, the greatest teams (other than arguably Liverpool but we'll need to see if they can fight back) would imo probably be the Man Utd side which peaked in the 98/99 Champions League winning season and the Arsenal Invincibles of 03/04.

The style both these sides played with was incredible and I'd wager they'd both beat City at full strength. However they were both underpinned by key individuals,e.g. Keane / Viera, and if they'd lost them for any great period of time they'd probably not have beaten the current City to a title over the course of a season.
