For the record, I don’t think Snyder planned for Swanwick to be Martian Manhunter from the beginning. I think he probably decided on that sometime after MoS was released.
It wasn't planned. I think some fans started speculating about Swanwick being Martian Manhunter and Snyder liked the idea that he decided to make it true. It doesn't really make much sense when you think about it.
I mean Earth was pretty much being overwhelmed with Zod and the others and Swanwick was pretty much hinging his hopes that this other Kryptonian did the right thing instead of actually teaming up with him to defeat them.
