Cap can't get Sharon pardoned because Cap was already dead by the time government came back from the blip. But everyone else was pardoned so what gives Who do you mean when you say "everybody"? If you mean Cap's team from Civil War, well, they were front and center in the fight against Thanos and his minions. Sharon Carter wasn't there.
