I guess that Cap was a fugitive subsequent to Cap 3 and thought it best for her if he didn’t contact her.

Then Cap fought Thanos and was preoccupied. But after that, before Cap decided to go AWOL (or gayWOL) during a vital mission, he could have sought a pardon for Sharon but he seems to have forgotten about her.

Or we could wait for the story to play out and find out what really happened. We already know she isn't telling them the whole truth one way or the other.
