This rationale doesn’t make any sense to me at all.
No matter what the moral or ethical code you follow - rape is in the top echelon of bad things to do to another person.
If a person has no problem in raping someone else, adding layers of clothing isn’t going to stop them.
Likewise, if “moral decline” is what has seen the dramatic rise in the incidence of rape - then why is this not seen elsewhere in the world that enjoyed the “sex drugs and rock and roll culture of the Uk in the70’s” - some 4 decades ago mind you - and “Bollywood movies” ?
Maybe, just maybe, it’s because you have a culture that explicitly states that women are lesser people to men, and leaders blame the victims instead of the perpetrators “not being able to stop themselves”........
