Releasing Zemo was WRONG. He’s a terrorist. What kind of jackasses are Bucky and Sam? They learned this from their hero, Steve Rogers.
Now Zemo has escaped. Notice how Captain America tried to take him in but Bucky and Sam got in his way? If they all worked together, they may have defeated the Wakandans and secured Zemo for transportation back to prison.
