That’s pretty much exactly what it is. It was supposed to be an adult mafia comedy, but test audiences didn’t respond well to it, outside of the part with the kangaroo, so the studio decided to retool it into a kid’s movie, and inserted additional scenes with the kangaroo. That dream sequence where the kangaroo talks was specifically added in just so they could plaster it all over the marketing, thus giving the impression that it would be a wacky kid’s movie about a mischievous talking kangaroo.
