It was sarcasm, he's definitely not recruiting her. It didn’t stop Scarlet Witch being recruited and she killed hundreds. She didn't kill anyone until Civil War, when she was already on the team. Also it was collateral damage while trying to stop a terrorist as opposed to committing a terrorist act herself.
