So what if he is a terrorist? they do get released, governments use them to do their bidding all the time, hell most government sanctioned operatives who work for their nations interest whilst on foreign soil are all pretty much just criminals even terrorists on a countries payroll, use a terrorist to catch a terrorist is hardly out of the range of possibility.

Sam didn't do shit it was all Bucky, and if Sam had turned Bucky in asap after Bucky did that you would likely be on heat saying Sam doesn't understand loyalty or some crap, regardless st the end of the day Sam didn't learn shit, Bucky did.

Notice how "Captain Jackass America" is only thinking about himself, he wants to be the hero, he wants the glory, how about if he really wanted Zemo neutralised he could have worked with the Wakandans to ensure it rather than fight them in order to try and show off how little big his dick is.

Whatever happens now is on all of them, the Wakandans if they had not got involved or worked with Bucky and Sam could have helped fix the problem that Zemo was broke out to help fix, thereby eliminating the need for him and allowing him to be taken back either into custody or executed, same goes for the wannabe's, Sam and Bucky were the only ones with their heads remotely in the game, they were putting their BS to the side to work with Zemo for the greater good, the Wakandans were being selfish putting their revenge above the lives of innocents, and "Cap" was putting his ego and need for glory above the actual mission, to save people, but Bucky and Sam also got sucked into the fight like idiots and let Zemo slip away, all in all everyone was a numb nuts, as is usually the case in these scenarios.
