Clint Eastwood doesn't do franchises you say? What about the 1500 Dirty Harry films he did? Yeah which started with him as an original screenplay-written movie. He created the role.
The fact that the character was so popular (with him in the role) does nothing to diminish his status.
Not the same as DiCaprio playing Howard Hughes under the direction of Scorsese--Tommy Lee Jones among others did the role before him.
Or Hoover. The selling point of that is him in the role of a famous figure. He's not selling it by his name alone. Eastwood did that more often--even as a director (ok Tom Hanks was involved in one so there's name sharing there). He chose characters that had not been made into movies--American Sniper and Sully.
