I would clarify as the US is a top country for medical care, meaning that outside of a few specialized circumstances, nobody leaves the US for medical care, whereas they do come to the US for medical care.
I honestly haven't done any serious research on it, but I'm not sure a simple ranking really says much. It's really easy to say you're out of the top 10 and make it sound bad, but if the care is still effectively equal then the actual difference between the two is negligible, which is all that really matters.
That being said I'm always for improvement.
I never stated it was bad but you said the US had the best. They havent according to that research. I was actually surprised to see the US not making it in the top 16 (fyi this was the complete list I found online) .
