Frank Langella is great, and he wanted to reveal more blue skin (and he said he was in great shape) to make it more like the cartoon but the filmmakers refused. They chose to defer from the origin too much.

Well Golan-Globus wanted to cash in on Star Wars so they probably told the costume designers to make it look more like Palpatine and Darth Vader combined. I even think they hyped it up as “the Star Wars of the 1980s”.
