Never a penalty imo. Kane misses then converts the rebound. 2-1 England Now that I've seen it, I have to agree. Very, very soft penalty. I don’t know what the VAR people were thinking. VAR is actually working in a much better way and I pray it continues to into the next EPL season. It was a decision that was soft, but he was nudged twice and some refs give them and some don't. VAR is only being used to overrule clear and obvious mistakes which this wasn't, it was a referee's judgment call. The new use of VAR and refereeing in this tournament has been superb.
