Well, considering that Chris Evans had to have a shorter contract and some coaxing to say 'Yes' to Captain America, perhaps they had some hints earlier on that there are some talented actors who'd be good in the various roles, who find a 9-picture deal rather daunting. It isn't too surprising they'd back away from those deals with such huge commitments.
