That's because the MCU was limited by politics on how they could handle these characters and their movies. That made for some pretty bland movies.
Anyway, tough question, and it's something I've been trying to figure out for some time.
1. Scarjo makes for a better lead than Larson, but as much as I loved Yelena I have to admit that Nick Fury made for a better second. 2. BW's initial action scenes were far better but its climax was more of a let down than CM's climax. 3. BW has a more expensive, polished feel to it but CM has a lot more energy and the "MCU-feel" to it. 4. CM's story was a bit all over the place but it still had better pacing than BW 5. There was more of a demand for a BW movie than a CM movie, therefore a BW not matching expectations was a bigger let-down. CM at least seems more relevant to the greater MCU.
After my first watch of BW I thought to myself that I at least liked it better than Captain Marvel. But after thinking about it I'm not so sure now...
