No, he ISN'T. He's a Marvel villain rewritten as a kid's birthday costume entertainer, nothing more nothing less. Red Guardian had a very brief "fatherly" moment in the beginning of BW and then was pretty much just a running punchline for the rest of the movie. He did nothing important and nothing of note. He had no notable or meaningful conversations with any characters. Iron Maiden was even worse. Talos at least had a twist (villain turned to good guy). He had a semi-decent storyline of rejoining his family. And he was way more important to the plot of the movie than either Red Guardian and Iron Maiden were to theirs. Note that I'm not saying Talos is a well-developed character. I'm saying he's simply a better developed character than either Red Guardian or Iron Maiden. Rejoining his family was Sesame Street Marvel at its finest. I didn't find that decent. They were trying to make the Skrulls likeable in typical cringeworthy fashion.
