Because he was not only an usurper and warmonger. His Code Civil was the greatest social reform of its time and has put an end to feudalism and estate-based society. He also affirmed the citizenship of Jews, making France one of the safest places in Europe for Jewish citizens. Nevertheless, people feared him. The British ,50 years later were still calling him that Boney, Russians were celebrating his defeat at the Gates of Moscow with the 1812 overtures though it was actually the weather and the supply line that bested Napoleon. But TGE fact that he did some wise and good things would not stop people from hating and fearing him because he beat them. The Code Civil contains a lot more than only “some wise and good things”. It gave common people in France and in occupied Germany (west of the Rhine) an idea of freedom and civil rights. It put an end to the peasant’s slavery to their lords condemning them to unpaid work at least once a week. Later on, the German Constitution was based thereon. He was undeniably a man of good and bad. But he was also the greatest Frenchman in history. Who wonders that a cake and a brandy are named after him. Btw, the Swedish Napoleon’s cake is the French Mille-Feuille which was Napoleon’s favourite cake.
