I think I prefer the 90s to the past 2 decades. 2000s is by far the worst. The oversaturation of the torture porn subgenre hurts it too much. It still has its gems but not as many as the other decades imo.
I actually went back and forth about whether I prefer the 2010s output or the 1980s output. I went with the 1980s, because it has 2 of my all-time favorite horror movies and was really the decade that defines the genre imo. Many of the good horror movies from 2010s exist because of what the 1980s brought to the table in terms of the genre. Torture horror is another reason I dislike the 2000s output as much as I do.
I might just be a bigger fan of the 2010's type of horror than the 1990's type of horror than you.
2000s had the most cringe-inducing bad horror movies and the least amount of great horror movies imo.
