We should set this up so that if someone breaks the rules, they get assigned a garbage pick. Like if you don't wait the hour, or if not enough people pick after you before your subsequent pick, or if you're just an annoying twat, you get assigned someone terrible, unilaterally selected by our esteemed commissioner. I like it. Like when a team is caught cheating or something and they take away their first round draft pick or something, only a little more extreme.
