Out of the decades i have at least one 7/10 or higher rated movie i rank the decades like this OVERALL...
1.2000's (five 10's, seven 9's, fourteen solid 8's, fourteen 7.5-8's, twenty-two 7's) - 62 movies (31.6%)
2.1990's (two 10's, six 9's, ten solid 8's, thirteen 7.5-8's, nine 7's) - 40 movies (20.4%)
3.2010's (zero 10's, three 9's, three solid 8's, nine 7.5-8's, thirty-eight 7's) - 53 movies (27%)
4.1980's (zero 10's, one 9, four solid 8's, six 7.5-8's, eleven 7's) - 22 movies (11.2%)
5.1960's (three 10's, one 9, zero solid 8's, two 7.5-8's, three 7's) - 9 movies (4.6%)
6.1970's (zero 10's, zero 9's, one solid 8, three 7.5-8's, five 7's) - 9 movies (4.6%)
7.1940's (just one 7 or higher, which is one 7.) - 1 movie (0.005%)
NOTE: there is 196 total movies from the above stats and the percentage next to those shows how much of a percentage they make up amongst My Favorite Movies. so as you can see... while the 2010's have a higher percentage of My Favorite Movies than the 1990's, the 1990's are clearly ahead of the 2010's when it comes to movies i gave a 7.5-8/10 or higher which makes it overall better for me. but then again the 2010's ain't that far behind based on the sheer volume of 7/10 range movies it has which is quite high as its the highest of all decades quite easily on 7's alone.
also, i would even go as far as to say the 2000's to date beats ALL previous decades combined overall even though it would be MUCH easier for me to say the 1990's to date EASILY beats ALL pre-1990's decades combined. i generally avoid pre-1960's movies as i feel that's roughly the point movies start to become a lot different from more modern standards in general.

'Best' or 'Favorite?'
they mean the same thing.
but given what your saying... i would assume the topic means PERSONAL FAVORITE as rating any other way makes no sense as, like i was basically saying, personal preference is all that matters otherwise people would be just kissing up to those typical critics types of lists which will be mostly the same as they seem to be more based around just about everything else besides how much a person enjoys watching a particular movie and personal enjoyment of a movie should be paramount when rating movies in general.
