I can see your point with the 'well made' thing but that's technical aspect stuff as i, like i would assume the vast majority of people, ultimately rate movies based on overall enjoyment of them. so while technical aspects can help make a movie more enjoyable, and does a decent portion of the time, it don't guarantee it will be enjoyable and if it's not enjoyable i could care less how well made a movie might be and other technical aspects if it fails to be enjoyable to watch.
because if i had your mindset... then sure, i could say some movies i don't like are better made then some other movies i do like. but i would never say that, as i just don't view movies at their core that way, because there is no way i am going to say a movie is better than another movie i personally enjoy watching more which is why when i see 'favorite' or 'best' they are ultimately going to be the same thing for me.
because if people start looking at non-enjoyment aspects in movies then you pretty much got those critic types of lists which seem to be largely the same-ish which is based more around 'ahead of their time' and the like more than just being a really entertaining movie for them personally to watch.
or for those who do make say two different lists, with the whole 'best' and 'favorite' thing... i would not care in the slightest to see their 'best' list and would always want to see their 'favorite' list simply because that's what they truly like the most as their 'best' list would be kinda pointless to make if you ask me as it's just them doing their best to guess the more 'well made' types of movies and the like.
or look at it this way... while i can't speak for everyone, i would assume when the typical person see's a topic like this it could be worded "best decade for film" or "favorite decade of film" (and the like) and people would still vote the same way which ultimately comes back to their own personal enjoyment. hence, 'best' or 'favorite' basically mean the same thing to most people.
There is a difference, though. I can enjoy a movie that I know is terrible, just as I can acknowledge that some films that I do not like are well made. I can enjoy The Room and have no interest in Manchester By The Sea with the full understanding that the latter is the better film.
