That's correct. It's not RT scores that determine if a movie is Oscar-worthy, the Academy doesn't give a shit about RT scores. The Academy likes loos at lots of different criteria, such as:

Is the movie risky or does the movie take risks or push the envelope?

Is the movie historic or does the movie tell an interesting historical story?

Does the movie have a significant impact on society or a significant impact on the industry?

There are lots of different criteria.  And the reason Wonder Woman has a chance for an major Oscar nomination while Spider-Man: Homecoming has zero chance for a major Oscar nomination is because Wonder Woman checks off a lot of the boxes on the list that the Academy looks for, but Spider-Man: Homecoming doesn't check off any of those boxes.  It's as simple as that.
