No one said Wonder Woman would win a Best Picture Oscar. It probably won't win because the Academy probably isn't ready yet to award the Best Picture Oscar to a CBM. But several websites have mentioned the possibility of Wonder Woman being nominated for a Best Picture Oscar and that's a very strong likelihood given:
1. The Golden Globes last year nominated a CBM for Best Picture for the 1st time ever (Deadpool, although that was for a Comedy category) so the Academy this year may do what the Golden Globes did last year and nominate a CBM for Best Picture for the 1st time ever.
2. The Academy increased the maximum nominations for Best Picture to 10 after The Dark Knight was snubbed in the 2008 award year. More importantly, while the Academy nominated 10 movies for Best Picture in the 2009 and 2010 award years, it's only nominated 8 or 9 movies for Best Picture every year since then. That means if there are only 8 or 9 nominations (besides Wonder Woman) this year, then the Academy still has an open slot to nominate Wonder Woman for Best Picture without having to remove another nominated movie.
3. The Academy has received much criticism in recent years for the lack of diversity in their nominations so Wonder Woman gives the Academy a good opportunity to silence those critics.
SMH obviously won't get nominated for a Best Picture Oscar. The Academy usually looks for movies that have important historical or cultural impact. SMH is just a high school comedy movie and doesn't check off any of the boxes that the Academy looks at for a Best Picture nomination.
The Dark Knight didn't get nominated for a Best Picture Oscar because the Academy could only nominate 5 movies for Best Picture in the 2008 award year. As I pointed out in #2 above, after The Dark Knight was snubbed for a Best Picture nomination in the 2008 award year, the Academy increased the maximum nominations to 10 starting with the 2009 award year. So Wonder Woman has more of an opportunity for a Best Picture nomination now than The Dark Knight had in the 2008 award year.
The Winter Soldier didn't get nominated for a Best Picture Oscar because 1) it wasn't a good movie and 2) there was nothing to distinguish it from other (and better) political thriller movies.
