Apologies for taking so long to tell the answer to the car puzzle, everyone.

I haven't been concentrating on the "delinquent decision" puzzle, but I shall try to give it my attention again over the weekend. Al, I'm afraid I'm not very good with even my own country's currency (mathematics is nonsense to me), so I can try, but I doubt I'll be successful with the currency puzzle.

the windows were automatic up-and-down (that is, you push the switch and it goes all the way up or all the way down), and the bullet was shot right as the window was going up, missing the window but hitting and killing the man inside.
