Well, large parts of Africa are in the southern hemisphere, so it would be winter there. And for the parts that are near the Equator, I am not sure there is much of a difference in the weather between February and July. It is really only for Northern Africa that it might make a big difference. I guess Egypt, Algeria, Tunisia and Morocco won't be hosting the tournament any more.
