darkknightofgotham pretty much nailed it. It's puzzlingly terrible. "Batman and Robin" is a good comparison. There are laughs to be had, but its a big, loud turd.
The cinematography is really weird...the camera angle is always slanted. It's as if the photographer was wearing one of those airplane-neck pillows the whole time.
As a fan of the book, I was excited to see this when it came out in theatres. Can't say it wasn't an...interesting theatrical experience, but they botched it big time.
