I dont think its either. kaplan or dembe. They are both too loyal to Red. even after what Red did to kaplan-
Kaplan lied to red - made him think liz died. We all know Red is liz's father so  making someone believe your daughter died- even to protect her- is pretty cold. I know Kaplan did it to save her but still Red had a right to react- he just overreacted.
