Brady got caught cheating in the AFC Championship Game to advance to the Super Bowl so yes, the appropriate punishment should've been suspended for the Super Bowl.
As for the investigation, that can continue. It's no different than when a police office is accused of accepting a bribe or some other infraction. They don't let him stay on the job during the investigation. They either put him on desk duty or on administrative leave while the investigation is on-going.
LIke I pointed out in my previous post, when the NBA determined that Draymond Green had committed a flagrant foul in Game 4 of the 2016 NBA Finals, they didn't say "Well, this is the NBA Finals so we shouldn't suspend him during the NBA Finals. We'll suspend him at the beginning of the next regular season instead." The NBA suspended him for the very next game - Game 5 of the NBA Finals.
Brady got caught cheating in the AFC Championship Game to advance to the Super Bowl. He should've been suspended for the next game, which was the Super Bowl. A 4-game suspension in the regular season for cheating in a postseason game to advance to the Super Bowl is nothing more than a slap on the wrist.
Just because you don't know the reason doesn't mean there isn't 1 and just because you don't like the reason doesn't mean it's an invalid reason. The Commissioner is like the CEO of the league. I'm pretty sure that the job of Commissioner has plenty of other duties besides serving as an Arbitrator for Arbitration hearings.
If the Commissioner served as the Arbitrator for every single Arbitration hearing, he probably wouldn't have any time left for any of his other job duties. So he often has to delegate the duties to someone else so that he has time to do the other duties that his job requires. That's what CEOs do - they don't have time to sit in on every meeting so they delegate.
As for why he delegated Zeke's Arbitration hearing to someone else but not Brady's Arbitration hearing, it could be that he doesn't have the time in his busy schedule to serve as the Arbitrator for Zeke's hearing but he had time available to serve as the Arbitrator for Brady's Arbitration hearing. Remember that Brady's Arbitration hearing was in June and Zeke's Arbitration hearing will be the end of August, less than 2 weeks before the beginning of a new season.
