As for the investigation, that can continue. It's no different than when a police office is accused of accepting a bribe or some other infraction. They don't let him stay on the job during the investigation. They either put him on desk duty or on administrative leave while the investigation is on-going.
LIke I pointed out in my previous post, when the NBA determined that Draymond Green had committed a flagrant foul in Game 4 of the 2016 NBA Finals, they didn't say "Well, this is the NBA Finals so we shouldn't suspend him during the NBA Finals. We'll suspend him at the beginning of the next regular season instead." The NBA suspended him for the very next game - Game 5 of the NBA Finals.
Brady got caught cheating in the AFC Championship Game to advance to the Super Bowl. He should've been suspended for the next game, which was the Super Bowl. A 4-game suspension in the regular season for cheating in a postseason game to advance to the Super Bowl is nothing more than a slap on the wrist.
If the Commissioner served as the Arbitrator for every single Arbitration hearing, he probably wouldn't have any time left for any of his other job duties. So he often has to delegate the duties to someone else so that he has time to do the other duties that his job requires. That's what CEOs do - they don't have time to sit in on every meeting so they delegate.
As for why he delegated Zeke's Arbitration hearing to someone else but not Brady's Arbitration hearing, it could be that he doesn't have the time in his busy schedule to serve as the Arbitrator for Zeke's hearing but he had time available to serve as the Arbitrator for Brady's Arbitration hearing. Remember that Brady's Arbitration hearing was in June and Zeke's Arbitration hearing will be the end of August, less than 2 weeks before the beginning of a new season.
so based on this logic, Zelda should have been suspended as soon as the accusation was made and worry about the investigation later?
so let's say that Goodall did what you say he should've and suspended Brady for the Super Bowl. now for the sake of discussion, let's say Ted Wells can't be bought and actually comes to the conclusion that it's a false accusation and it was weather alone that caused it. Now what does the NFL do, apologize to Brady and say "oops, my bad" or do they replay the game?
