There were 8 members of the Suicide Squad of which only half of them had any decent sized role, then there were two villains, Joker was there, then other characters. The story wasn't too great either.
The Joker was completely pointless though. His entire side story didn't affect the plot at all and could have been cut entirely without changing a thing. You got a little backstory on Harley, but it wasn't nearly enough as you have no idea why she liked him so much to help him break out. As with most things in the movie, they tell you in one sentence that she fell in love and you're just supposed to accept this as "character development".
And what action? The zombies that just sort of come out of nowhere and for no real reason any time they want will to shoot something or Harley to beat things with her bat? Did they even cause a scratch on anybody? How did Enchantress make them anyway? Was she going to make more? What was the point? They were just random "we need an action scene now" things.
You're right that it had far too many characters. At least 3 did absolutely nothing, and then neither did Katana other than bringing a sword. When you have 4 main characters that do nothing in your movie, you have a shitty script. There's no pretty decent about it, that is inexcusable. Even Harley didn't do anything. Seriously think about it, what arc did she go through? Anybody could have picked up that sword at the end but they wanted Harley to have a moment. So that's 5 character who's grand total of accomplishments were bringing a sword and swinging it once at the main villain.
And you can sum up the main villain in once sentence. An ancient ghost possesses a woman and uses a smoke machine to try and destroy the world because she doesn't like technology. Seriously, what else was there? Do we know anything about this machine she spent half the movie building? Do we know where this spirit came from or anything about it? No. I hear people try to complain about villains like Ronan or Malekith and yet both of those are miles and miles better than did with Enchantress here. Her CGI was terrible too.
I don't know how this can be called decent. The best thing that can be said about it is nothing obviously shitty happens, but aside from that almost no thought went into any character or development. It's as bland as it gets.
