I Never Minded Fleet's Poems....

I mostly agree.  I think he's a good voice to be had on this board, and I appreciate his Gonzoesque poetry.  That said, I do think sometimes he will start many threads in one day, and that can raise legitimate concerns about spamming.  

I believe the old IMDb board had a mechanism to throttle some users, like imposing a time delay between successive posts.  Perhaps the admins of this board could do something similar, like restricting how often a user can create new threads.  Admin , what about that?  I think that would be a more fair approach than totally eliminating a user's ability to start new threads.
