Utterly stupid. It encourages defenders to injure players who they're fouling in the area and it will do jack shit to stop players from diving. You would have to be an extreme shithouse to stay on your feet because you're scared to take a penalty, realistically any player would be delighted to get his team a penalty even if he has to take it.
