Why does the require that secondary schools must offer religious education of some sort?

IMO, it fosters diversity and acceptance when done correctly.

Otherwise, a lot of the sources of information demonize the religion of others, or in the case of theophobiac rhetoric, demonizes all religions. Neither is a good outcome.
