Why does the (law) require that secondary schools must offer religious education of some sort? For the same reason that schools are required to offer education in Maths, Science, English and a foreign language. It's supposed to be part of the standard curriculum. I have nothing against providing religious education in schools but I believe a recommendation and principle based education system will ultimately be better than rules based systems. School board/education ministry should recommend things that should be taught in schools (apart from science/maths/language/social science) rather than dictate firm rules. But then I may not be aware of all the issues in UK to comment on this matter.
