Depends on which version. The theatrical release is around a 7/10.
I finally found the extended tv version and I give that around a 6.5/10, the added scenes made it drag even MORE.
Then there is the Director's Cut. This is the version I love! They edited it tighter. They finished some effects. They removed those scenes where Kirk seemed to be constantly annoyed at McCoy. And we finally got to see V'Ger. Easily the best Director's Cut of any film I have seen. Yes, it begs comparisons at times to 2001 and I think favorably. Unique looking film in the Trek universe. Gorgeous score by the late great Jerry Goldsmith. And it is the only Trek film with an epic big screen feel!
