Again--close, very close, but just missing it...

As for the second "man's birthday" puzzle, yes, of course, more than enough time has passed. Problem is, I had the whole solution written out, when I suddenly realized it wouldn't work. That is to say, it would explain one major part of it, but not the whole thing. Still, I can post the solution I did have if you want it.
