The budget for the 4 films is round $1 billion or $250M per film according to Deadline. Once marketing expenses kick in that amount will only increase.
I don't think Avatar 2 will flop, but what if it underperforms? That is why filming back to back doesn't make sense. If the movie underperforms, you can cut the budget for the sequels. You still continue but can recoup expenses / profit by cost cutting.
Also, the last Avatar film is scheduled for release in 2025. That's 8 years away. Who knows what technological advances will be made during that period? By the time the movie comes out its effects may no longer be cutting edge.
