I'll believe Steve Rogers can carry a movie when he actually does, like Eastwood did to international box office success in A Fistful of Dollars.
Most of the line quotes are of him, not the other characters.
"When a man with .45 meets a man with a rifle, you said, the man with a pistol's a dead man. Let's see if that's true."
He did, in First Avenger and Winter Soldier. Civil War had tons of others and continued the Universe's overall story so I'll give you that, even though the focus was mostly on him.
Eastwood may have had quotes in Fistful of Dollars, but he didn't carry the movie even if he got more quotable lines. The main drive of the film was the conflict between the Baxters and Rojos.
