First of all, England haven't been grouped with Germany...yet. England have been placed in League A along with 11 other nations and where they currently rank in 6th..just ahead of Switzerland and in tier 2 of the 12 nations of League A. The highest ranked of the League A is of course Germany (Tier 1 of League A) along with the three other next highest ranked Uefa nations which are Portugal 2nd highest ranked, Belgium 3rd and Spain 4th. Thus meaning none of those sides can face each other in the group stages, but will face one of the tier 2 and tier 3 sides of League A nations home and away in qualifying, so the possibility of England actually being grouped with Germany can happen dependent on the draw in January.
As for the tournament, I like the idea in principle for the lower ranked nations, who no doubt will take the competition probably more seriously than those of League A and B nations as the likes of Belarus, Azerbaijan, Lithuania and Scotland finally have an opportunity to attend a major footballing tournament through this new format rather than European Championships qualifying sections that they obviously have little chance of qualifying from due to having the more established being far too superior.
